MINUTES of ANNUAL MEETING – September 24, 2020
The 2020 Annual Meeting was virtual via a Zoom webinar hosted by Association Member Benefits Advisors in Austin, Texas. A virtual greeting opportunity preceded the meeting. President William C. (Bill) Hamilton opened the meeting at 9:45 a.m.
President Hamilton led recitation of the pledges of allegiance to the United States flag and to the Texas flag. A moment of silence was observed.
Porter Wilson, Executive Director of the Employees Retirement System, provided a summary of preparations and requests for appropriations the ERS would be putting in place for the 87th Legislature that would convene in January 2021. He responded to questions from members.
Sponsors highlighted during a short break were: Association Member Benefits Advisors (AMBA), Blue Cross and Blue Shield of Texas, and UnitedHealthcare.
Rachel Ciullo, Associate Director of Development and Alumni Relations at the LBJ School of Public Affairs, University of Texas at Austin expressed appreciation for RSEA’s gift to create a fellowship in state public service. An amount of $50,000 was pledged by RSEA, to be paid over 5 years at $10,000 per year. The funds will create four $2,500 fellowships for second-year graduate students each year. Recipients would be expected to show an interest in pursuing careers in state government in Texas upon graduation.
Phillip Ashley, Associate Deputy Comptroller for Fiscal Matters at the Office of State Comptroller outlined the state’s current fiscal condition and the outlook for the next legislative session.
Annual RSEA Business Meeting
President Hamilton called the business meeting to order at 11:20 a.m. A motion was made by Eliza May to dispense with the reading of the minutes in their entirety and accept them as written. The motion was seconded by James Wheless. It passed with 95% voting in favor and 5% abstaining.
President Hamilton presented the 2019 Calendar Year Treasurer’s Report. Larry Nuckels moved to accept the Treasurer’s Report for 2019 as presented, subject to audit. Raymond Lay questioned the amounts listed under revenue. Tom Griebel, Treasurer, offered clarification and a corrected amount for total revenue. Stella Haecker made a motion to accept the Treasurer’s Report, as corrected, subject to audit. A second to the motion was offered by Dona Medlock. The motion passed with 95% voting in favor and 5% abstaining.
A report from the Nominating Committee was presented by President Hamilton, with a slate of six nominees to serve from January 1, 2021, through December 31, 2022. The nominees were:

Rick Moss, Director
Ed Seidenberg, Director
Larry Nuckels made a motion to adopt the Nominating Committee’s Nomination Report by acclamation; with second by Wanda Ryan. The motion passed with 92% voting and 8% abstaining.
Ed Dolzel made a motion for election of the slate, as presented; a second was offered by Raymond Lay. The motion passed with 92% voting and 8% abstaining.
The business meeting was adjourned at 12:01 p.m.
Names of winners of door prizes of twenty-two $50 prepaid VISA cards and one $100 prepaid VISA card were displayed. The cards would be awarded to members who had pre-registered and attended the meeting.
The gift cards were provided through generous donations by Blue Cross and Blue Shield of Texas, UnitedHealthcare, and an anonymous RSEA board member.
The general meeting was adjourned at 12:05 p.m.
